New 2025 BAR Rules on Sublet Repairs and Towing Fees: What Every Shop Must Know

When the California Bureau of Automotive Repair (BAR) updates its regulations, every shop owner and technician must pay attention. The 2025 changes bring important updates on sublet repairs and towing fees. Ignoring them could lead to serious compliance issues. What Are BAR Sublet Repairs?

Sublet repairs are services your shop does not perform directly but outsources to another business. Common examples include sending a car to a transmission specialist, a machine shop, or even a dealership.

According to the updated BAR regulation:

“No automotive repair shall be done by someone other than the automotive repair dealer or their employees without the consent of the customer.”

In other words, transparency is mandatory.

New 2025 Rules for BAR Sublet Repairs

Before authorizing any sublet work, shops must now:

  • Obtain the customer’s clear consent

  • Disclose in the estimate that sublet work will be performed

  • Provide the name and location of the sublet facility if the customer requests it

👉 Tip: Always communicate upfront. Surprising a customer with hidden sublet charges is a quick way to lose trust and invite complaints.

Updated Rules for Towing Services

If your shop arranges towing services, the 2025 update introduces stricter guidelines. Here’s what you must now do:

  • List towing charges on a separate document—not inside the repair estimate or invoice

  • Present this documentation before collecting payment

  • Secure separate authorization for towing, different from the repair authorization

These requirements are now part of BAR regulations through Vehicle Code section 22651.07.
